Brokers can appear at the County Tax Board as a factual witness, but are NOT considered an expert witness. The difference is critical. The Board does not have to accept a broker’s opinion of value trends and market conditions. Be cautioned, if your case is for a significant tax ratable, your ‘expert’ will become an issue.
